141 agencies vie for SG whole of government creative pitch

141 agencies have responded to the Ministry of Communications and Information's (MCI) whole of government creative pitch, according to a GeBiz tender seen by MARKETING-INTERACTIVE. As part of the tender, which closed on 3 June 2024, MCI is seeking to appoint a panel of an estimated 80 contractors for the whole of government in Singapore.

The agencies vying for a spot on the panel include the likes of Accenture Singapore, APRW, BLKJ Havas, Cheil Singapore, DDB Worldwide, Dentsu Solutions, Edelman, Fisherman Integrated, Grey Group, IPG Mediabrands, Ruder Finn Asia , TBWA Singapore, Ogilvy and more.

This will be under its “master contract panel” to carry out the services under the whole of government (WOG) period contract and framework agreement for creative services. The master contract will be made available to all government ministries, statutory boards, departments or Organs of State, and the National University of Singapore and Nanyang Technological University of Singapore.

The contract is for a period of 36 months, with the option of extension for one or more periods up to a maximum of 24 months. A briefing will be taking place on 27 March 2024, where it is mandatory for interested parties to attend to be eligible for consideration on the panel.

Previously, the MCI appointed 108 agencies to its creative roster a year after the tender was published. The contract period was for a year, with the option of extending up to two years. More than 160 agencies participated in the last round.

The last round of appointments however also faced a fair bit of scrutiny after the Singapore’s Auditor-General’s Office (AGO) found lapses in the procurement and contract management of five of the 108 tenderers that MCI appointed in 2022. The lapses included inadequate evaluations of the tender; it said in its annual report for the financial year 2022/23.

In its report, AGO noted that the WOG PCFA on creative services for communications campaigns for MCI commenced in October 2018 and ended in April 2022.

Following the expiry of the WOG PCFA, a second WOG PCFA was established in April 2022 with a total of 108 tenderers appointed to the panel. The second WOG PCFA was approved at a procurement value of $300 million, it said in its report.

However, when AOG reviewed the tender recommendation report for the second WOG PCFA, it found that five of the 108 tenderers should not have been appointed as they did not meet the evaluation criteria.
