SG's MCI picks R3 to handle creative consultancy services

Singapore's Ministry of Communications & Information (MCI) has appointed global marketing consultant R3 Asia Pacific to provide creative agency consultancy services as it prepares for the next edition of its Creative Services Period Contract and Framework Agreement (PCFA), according to GeBiz documents seen by MARKETING-INTERACTIVE. 

MCI noted in legal documents that it is looking to acquire the services of a contractor to assist it to review and improve the development, execution and evaluation processes of the Creative Services PCFA, in accordance with industry practice and benchmarks.

Under the agreement, R3 Asia Pacific will provide consultancy services to MCI for the development and evaluation of the tender for the Creative Services PCFA.

It will also provide consultancy on the use of relevant and suitable first-party data to establish industry benchmarks that could be introduced in the Creative Services PCFA in addition to convening a consultation with users of the Creative Services PCFA and industry and providing consultancy on ways to support the tender evaluation process.

Additionally, R3 Asia Pacific will provide consultancy services when it comes to tender preparation services for the requirements specifications for the Creative Services PCFA tendering process, it noted. 

While no contract period was specified, consultation with the users of the Creative Services PCFA and industry is expected to be completed within three months of the appointment while the provision of tender preparation services is expected to be completed within eight months. 

Provision of tender management services should wrap up within a year of the appointment date.

The news comes shortly after Singapore's Health Promotion Board (HPB) appointed global marketing consultant R3 Asia Pacific to conceptualise, plan and implement integrated marketing and communication campaigns for HPB's various health initiatives.

According to GeBiz tender documents seen by MARKETING-INTERACTIVE, R3 Asia Pacific will be required to evaluate the effectiveness of HPB's s existing marketing agency’s contracts, conduct a needs analysis of key stakeholders and provide industry insights while supporting HPB in structuring and implementing the best practices in agency models, agency performance management, remuneration models and team structures to achieve operational efficiencies and cost-effectiveness.

It will also be required to assist HPB in the drafting of the detailed tender specifications, price schedule and evaluation criteria as well as the evaluation of the tender proposals. They will offer industry insights and benchmarks while also facilitating the on-boarding of the appointed marketing agency or agencies and ensure a smooth transition.
