MCI hunts for game creators to educate students on cyber security

The Cyber Security Agency of Singapore (CSA) is on the hunt for an agency to conceptualise, develop and maintain a "choose-your-own-adventure" interactive, gamified digital storybook with 2D animation elements. The game should educate students between nine to 12 years old, on the importance of cybersecurity, how they can stay safe online as they navigate the online world, and encourage the adoption of good cyber hygiene habits from a young age. According to the tender document on Gebiz, the appointment will be for 12 months from the approval of the completed story. There will be an option to extend maintenance of the digital storybook for another 12 months.

The primary objective of the digital storybook is to educate users on cyber threats using hacking of an online account, malware infections and phishing related scams. The storybook will also provide tips on how to spot signs of phishing, update their software, use anti-virus software, and how to use strong passwords and enable two-factor authentication. The digital storybook will be made available to schools and for use during roadshows and events.

The storybook should be developed in English for audio and subtitles, include 2D graphics and animation elements, be user-friendly, and be accessible and responsive on both desktop and mobile browsers. Additionally, the storybook should have sound effects and music tracks - with the option to switch off audio - and include up to eight decision-making points in the story. The story should also incorporate mini games wherever possible, and the entire storybook should have a runtime of at least five minutes.

The appointed agency should provide a concept art deck on the digital storybook’s design, and design brief for the user journey and gameplay, which CSA then can request for up to three consolidated changes, before proceeding to develop the programming code for the digital storybook. The agency will also be required to provide maintenance services as well as monthly reports for the storybook; a consolidation of data received on the game’s usage based on data downloaded from web analytics and feedback forms which are integrated into the designated domain.
