HK and PH ink deal to strengthen collaboration to protect personal data privacy

Hong Kong's privacy watchdog has signed a Memorandum of Understanding (MoU) with the National Privacy Commission of the Philippines to foster closer collaboration between the two regions to protect personal data privacy. The MoU signifies the foundation for a closer relationship between the two regulatory authorities in areas of mutual regulatory interest.
According to The Office of the Privacy Commissioner for Personal Data (PCPD), the scope of collaboration under the MoU includes information sharing involving potential or ongoing investigations or other enforcement actions, mutual assistance in joint investigations into cross-border personal data incidents or breaches, and collaboration in training and education on current and emerging data protection issues.
The MoU also emphasises the two regions' commitment to enhancing their collaborative efforts in personal data protection and addressing the challenges of the digital landscape. It aims to ensure strong data governance, protect data subjects' privacy rights, and promote social and economic progress through digital transformation
Commenting on the move, Ada Chung, privacy commissioner for personal data of Hong Kong, said, “The signing of the MoU between the two authorities shows our joint commitment and dedication in safeguarding personal data privacy of citizens in our respective jurisdictions.” Chung further emphasise that collaborative efforts form both authorities could facilitate the growth and development of digital economies, while ensuring personal data privacy. “Going forward, I am confident that the two authorities can share their expertise and experience in areas of mutual interests amidst rapid technological developments in both jurisdictions,” she added.
Echoing on Chung’s statement, Atty. John Henry D. Naga, privacy commissioner of the Philippines, said, “The signing of this Memorandum of Understanding between the Philippines’ National Privacy Commission and the Office of the Privacy Commissioner for Personal Data of Hong Kong reaffirms both authorities’ firm belief that robust data governance is essential to protect data subjects’ privacy rights, ensure trust in digital services, and harness the transformative potential of data for social and economic progress. The MoU reflects our commitment to jointly address the challenges posed by the digital landscape and to foster a secure, inclusive, and data-driven future.”

Privacy Commissioner Naga added that, “The Philippine National Privacy Commission is confident that this MoU between the Philippines and Hong Kong will serve as a cornerstone for enhanced cooperation, benefiting our citizens, businesses, and governments alike. By leveraging each other’s experiences and expertise, we can collectively build a sustainable and responsible digital future.”
PCPD’s effort in protecting digital privacy extends to different regions in Southeast Asia. Recently in April, PCPD and the Office for Personal Data Protection, Macau (GPDP) came together to discuss areas for closer cooperation in the protection of personal data. The offices discussed various data protection issues, including the two offices' enforcement work, cross-border transfers of personal data, and increased collaboration in the development of the Guangdong-Hong Kong-Macao Greater Bay Area.
Back in July 2022, PCPD also signed and renewed its MoU with the Personal Data Protection Commission in Singapore. The scope of collaboration between the two data protection authorities under the MOU includes, among other things, information exchange and sharing of best practices involving data protection policies and enforcement actions, coordination and mutual assistance in joint investigations into cross-border personal data incidents, and collaboration in education and training.
