LTA explores using under-viaduct sites for commercial use

The Ministry of Transport (MOT) and the Land Transport Authority (LTA) are currently exploring the use of under-viaduct sites adjacent to selected MRT stations for commercial and community uses, according to GeBIZ documents seen by MARKETING-INTERACTIVE. Currently, these plots of land are managed by various government agencies.
In tender documents, LTA said that it was looking for a property valuer to value the open market rental of under-viaduct sites adjacent to Yishun MRT and Choa Chu Kang MRT.

The site in Yishun starts near block 749 Yishun Street 72 and ends near block 757 on the same street.
The space in Choa Chu Kang is split into three plots with one of them near Block 346 Choa Chu Kang Loop, one of them near Block 345 Choa Chu Kang Loop and the last one near Keat Hong Community Club.
The property valuer should be able to advise the authorities on the open market rental of these two sites. These will be determined by overall market conditions and planned uses for both sites.
It is also looking at construction to commence in January 2025 for a period of two years.
The under-viaduct site will be leased by the authorities to a prospective operator, who will pay rent to the LTA and MOT. The operator will then rent the site out to individual tenants. These works are estimated to cost SG$7.04 million for each spot.
LTA and MOT intend to charge a rent to the Operator that is commensurate with the value of the site. Revenue services will likely commence in January 2027 and the tenure will end in September 2034 or September 2044, according to documents.
The under-viaduct site will be occupied for such activities for a minimum period of 10 years and maximum of 20 years, inclusive of a two-year construction period, it said. Revenue services will likely commence in January 2027 and the tenure will end in September 2034 or September 2044.
The contract period is expected to commence in March 2024.
