Slew of social media pitches emerge for SG govt boards

Three of Singapore's government boards have put out social media pitch calls on GeBiz this month. These include Government Technology Agency (GovTech), the Gambling Regulatory Authority of Singapore (GRA) and the Science Centre Board (SCB).

The Science Centre Board

The Science Centre Group of Attractions which includes Science Centre Singapore, KidsSTOP, Omni-theatre and Snow City, is looking to appoint a social media agency to oversee social media channel management, according to GeBiz documents seen by MARKETING-INTERACTIVE.

It is specifically looking for social media marketing initiatives for Science Centre Singapore and KidsSTOP, with occasional posts for Omni-theatre and Snow City.

The appointed agency is required to provide social media retainer agency services, which include management and execution of social media strategies for Science Centre Singapore's Facebook, Instagram, X and Telegram channels as well as KidsSTOP's Facebook, Instagram and X pages. 

It will also have to propose a social media strategy to increase the client’s online presence and achieve measurable results on Facebook, Instagram and Telegram.

The appointed agency also has to manage and execute additional social media campaigns together with the PR agency and marketing agencies appointed by the client. This is to ensure consistent branding and marketing message across all channels whilst driving publicity and patronage for the client’s attractions including key exhibitions and events.

The Science Centre Board is looking to enhance SCB’s image locally and globally, drive awareness and priorities for publicity, refine and execute cohesive social media strategies based on data analysis and garner intellectual conversations through posts that stimulate social chatter. 

Government Technology Agency (GovTech)

GovTech is looking to appoint a digital and social media consultancy to provide services to advise on strategies, create content and manage daily operations for GovTech’s digital and co-social media channels. The contract will be for a period of one year, with the option to extend for a further one year after the expiry of the initial contract period.

These corporate channels include Facebook, X, YouTube, Instagram, LinkedIn, TikTok and Telegram.

The objectives of the GovTech's digital and social media channels include increasing brand awareness, building brand love and enhancing brand reputation across tech education, products, services and events branding, employer branding and community outreach. 

The appointed agency will have to develop a social media strategy to ensure content planning and creation, audience engagement, the measurement and reporting of content and paid media performance. It will also have to manage daily operations such as content scheduling, responding to queries and provide insights and propose relevant ideas for trendjacking. 

Other requirements include developing and executing a micro-influencer engagement strategy, organising training sessions to align GovTech’s staff or senior management with the digital media strategy, buy ads, provide video production and podcast production services.

The Gambling Regulatory Authority of Singapore 

GRA is looking for tenderers to submit proposals for the provision of social media management services. The successful agency will provide the services for a period of two years, with an option to extend for one year.

The agency will help initiate GRA’s presence on Instagram and Facebook and provide a comprehensive and integrated social media approach to educate and raise awareness of the GRA's role and function. In doing so, it will support the GRA to builds public trust with the general public and industry stakeholders. 

The agency will have to deliver the social media strategy including concepts, art direction and produce four original Instagram and four original Facebook posts for approval, within three weeks from the first meeting with GRA, according to GeBIZ documents seen by MARKETING-INTERACTIVE. 

The agency will also be required to evaluate the social media strategy from time to time, and minimally on an annual basis, to assess the need for any re-alignment.

The scope of work for the tender includes strategy and concept development, content development, audience and engagement monitoring, channel reporting, advertisement buys and video production. 

To do so, the agency will need to provide a social media team that possesses expertise in project management, account servicing, strategy planning, creative content development and technical knowledge in the use of social media tools.
