Pitches in the market: NAC and LTA look for agencies

Two government agencies the National Arts Council (NAC) and the Land Transport Authority (LTA) are looking to appoint agencies for their respective media and creative accounts.NAC is looking to appoint a term media buying agency to conduct all media buying and planning services for NAC’s various initiatives and programmes for the period November 2015 to March 2017, with the option to renew for one year.The appointed agency will be tasked to undertake media buying services for all programmes and initiatives under NAC.The agency is expected to coordinate with creative agencies to manage timelines and material submissions to media owners.The estimated total media spend for NAC projects from November 2015 to March 2017 is estimated at SG$2.8 million (inclusive of production costs as required, agency rebate and GST).If extended for another year. the estimated additional media spend for FY2017 is SG$2.4 million, bringing the total potential value of this tender to a total of SG$5.2 million. This budget includes all NAC initiatives and programmes, including Singapore Art Week, Silver Arts, Noise Singapore, Got to Move, Singapore Writers Festival.Meanwhile, LTA is looking for a creative agency to conceptualise and develop communications materials to attract relevant talent to the transport industry.The agency is expected to propose a marketing strategy that “humanises the role of bus captains” in order to position the role as an attractive career option for Singaporeans.The agency will be tasked to propose a creative design concept with tailored marketing messages to suit the target audience, which includes new job-seekers, mid-career changers as well as those seeking re-employment.
